Loki is an Eastern Bloc agent who was invited to the haunted castle along with Odin and Freya in the anime adaptation.
He is always calm, cool, and collected, and is never fazed, no matter what happens right in front of him. With his sharp mind and uncommonly good physical abilities, you could call him "the 009-1 of the Eastern Bloc".
It is later revealed that he is 009-1's younger brother, Paul. While Mylene had been taken by Western Bloc soldiers, Paul was taken away by ones from the Eastern Bloc, growing up in a life paralleling his sister's as a spy.

- In the manga, Paul only appears in the 25th chapter, as Mylene investigates what could have happened to her brother. As a spy of the Eastern Bloc and operating under the guise of a "Dr. Green", he enters a relationship with Mylene, but soon commits suicide after finding out that the woman he had sex with was actually his sister (and on an opposing side). For the anime, Paul's character was merged with that of Charles Abner, an Eastern Bloc agent with a similar appearance who had appeared in the original "Invitation to an Old Castle" chapter.
